A new algorithm is presented for the Occam filter, which has been successfully applied to a variety of track-while-scan problems over the past 5 years. The algorithm is based upon the philosophy of assuming as little as possible about the radar observation noise. Before presenting the Occam filter, the authors critically review the radar track-while-scan problem and expose a number of serious difficulties which are often overlooked when standard linear estimation algorithms are applied.
